Amendment X
The powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states
respectively, or to the people.
Recently, a Democratic congressional representative from the State of Illinois was reported to have said, "The separate and unequal system of 50 separate and unequal states......must be rooted out root and branch. the enemy here is the 10th Amendment, the enumerated rights".
